City to receive $500,000 sewer grant
Funds will be used for line replacement

Jefferson City is the recipient of a $500,000 Community Development Block Grant (CDBG) for sewer line rehabilitation, Governor Phil Bredesen announced this week.
The award is part of more than $28 million in grants that will provide infrastructure improvements in communities across the state during the coming year. The funds were allocated under a procedure authorized by the Tennessee General Assembly. the program is administered by the Department of Economic and Community Development.

Jefferson cruises past Edgemont
in season opener

WHITE PINE – Four local middle school basketball teams began their 2009-10 basketball seasons Tuesday night in the Big Ed Invitational at White Pine School, but only one came out victorious.
The Jefferson Middle boys rolled to a 44-24 win over Edgemont in the second game of the evening. The Elks jumped out to a 19-5 lead in the first quarter and had increased their cushion to 42-17 by the end of the third.
Junior Haney had 14 points to lead Jefferson, while Ben Franklin added 10. Kimbel Thorton and Chandler Duckett each had six for Edgemont.

State Report Card ‘pleasant surprise’
State changes didn’t greatly impact scores

Despite major changes in the way achievement is measured, Jefferson County students continue to show improvement in the latest state test results.
With Tennessee establishing a new baseline for comparing student achievement, and adopting a tougher grading scale, local administrators were bracing for some bad scores when the 2009 Report Card was released Tuesday.
However, the scores were not as low as expected, with students scoring near the state averages in the major subject areas of math, reading/language arts, science and social studies.

Frank Eugene Cotter, Jr.
Frank Eugene Cotter, Jr., age 87, of New Market, passed away Friday, October 30, 2009, at Jefferson Memorial Hospital. He was of the Baptist faith and a United States Army veteran. He was preceded in death by his parents, Zelma and Frank Cotter. He is survived by his daughter and husband, Mary Etta and Huston Mayes; son and wife, Lonnie and Karen Cotter, all of New Market; grandchildren, Dinelle and Daniel Mayes, Nicholas Cotter and Whitney Cotter and friend, Erica Meyer; sisters, Ramonia Burchell and Ruby Coley of New Market, Hazel Hinkle of Virginia; brother, Walter Cotter of New Market; several nieces and nephews. Funeral services were held Sunday, November 1 in Fielden Chapel with Rev. Matt Cannon conducting the services. Interment was held Monday, November 2 in Jefferson Memorial Gardens. The family received friends Sunday prior to the services at the funeral home. Fielden Funeral Home, New Market, was in charge of arrangements.

Betty Henry Fulweiler
Betty Henry Fulweiler, age 82, of Jefferson City, passed away Saturday, October 31, 2009, at her home. She was a lifelong resident of Jefferson City and an active member of First Presbyterian Church of Jefferson City. She received her education at Carson-Newman College and East Tennessee State University. Upon graduation, she began a 32-year professional career as an educator for Jefferson County Schools. She was a member of the DAR, Delta Kappa Gamma and the Jefferson City Modern Literary Club. She was preceded in death by her husband, Robert Fulweiler; and parents, John and Mary Lou Henry. She is survived by her daughters, Susan Fulweiler Creel and Kathy Fulweiler Weems; son-in-law, Jeff Weems, and granddaughter, Megan Creel. Funeral services will be held at 7 p.m. Tuesday, November 3 at First Presbyterian Church with Rev. Russ Weekley and Rev. Glenda Hollingshead conducting the services. The family will receive friends from 5-7 p.m. Tuesday prior to the funeral services at the church. Family and friends will gather at 10:45 a.m. Wednesday, November 4 in Jefferson Memorial Gardens for an 11 a.m. graveside interment service. In lieu of flowers, the family requests that donations be made to the First Presbyterian Church of Jefferson City, the Humane Society of Jefferson County or to Noah’s Arc, Inc. Rev. Lee Hill
Rev. Lee Hill, age 92, the oldest living member of the Holston Conference of the United Methodist Church, passed away Sunday, November 1, 2009. He was preceded in death by his first wife of 34 years, Mary Helen Harris Hill; second wife of 30 years, Phyllis Nadine Smith Hill and granddaughter, Pamela Dawn Hammond. He is survived by his daughter, Mary Lee Hill (Ray) Hammond of Chattanooga; son, Russell Allen (Myrna) Hill of East Ridge; grandchildren, Scott Allen Hill, Tania LeRae Hammond Lester, Myra Lynn Hill Guffey, Tammy Marie Hammond Triplett, Kirby Lee Hill and Kristen Marie Hill; seven great-grandchildren, Shannon, Kacie, Lauren, Cody, Rachel Anne, Samantha and Kimberly; great-great-granddaughter, Nataly. He grew up in the Holston Home for Children in Greeneville. During his 45-year career as an active minister in the Holston Conference, he had 17 assignments serving 45 churches in Georgia, Tennessee and Virginia. In lieu of flowers, the family requests that donations be made to the Holston United Methodist Home for Children, P.O. Box 188, Greeneville, TN 37744 or to the First United Methodist Church, 101 East First North Street, Morristown, TN 37814. Funeral services will be held at 11:30 a.m. Wednesday, November 4 at First United Methodist Church in Morristown. James Marshall McClane
James Marshall McClane, age 92, of New Market, passed away Thursday, October 22, 2009, at St. Mary’s Medical Center following a brief illness. He was retired from Ruth Construction Company and was one of the few remaining dairy farmers in Jefferson County having owned several farms and a large herd of dairy cattle. He was a former director of the Federal Land Bank Association and a member of First Baptist Church in Jefferson City. He was preceded in death by his wife of 62 years, Bonnie Jean Miller McClane and daughter-in-law, Rebecca Horner McClane. He is survived by his sons, Steve (Carolyn) McClane, Mike (Carolyn) McClane, Patrick (Connie) McClane, and Darrell McClane, all of New Market; grandchildren, Stephanie (Lynn) James of New Market, Michelle (Jon) Woods of Jonesboro, Jared McClane and Matt McClane of Knoxville, and Amanda McClane of White Pine; great-grandchildren, Addison and Reagan James, and Ryan Woods; sister, Kleba Bible of Jefferson City. An interment service was held Saturday, October 24 in Jefferson Memorial Gardens with Rev. Henry Davidson conducting the services. Barbara Ann Cox Monnett
Barbara Ann Cox Monnett, age 63, of Morristown, passed away Wednesday, October 21, 2009, at Morristown-Hamblen Hospital. She was preceded in death by her husband, Charles C. Monnett; parents, George Taffel and Lena Cox; uncle, Leonard Cox; adopted mothers, Catherine Allen and Nora Coward. Nancy Ellen Wolford
Nancy Ellen Wolford, age 67, of White Pine, originally from Indiana, passed away Saturday, October 24, 2009, at Lakeway Regional Hospital in Morristown. She is survived by her husband of 47 years, Edward Wolford; sisters, Marylin Gentry and Margaret Hummer, both of Florida. There will be a private memorial service in the Great Smoky Mountains at a later date. Farrar Funeral Home, White Pine, is in charge of the arrangements.

Lucy A. Stacy Brown, age 90, of Jefferson City, passed away Monday, November 2, 2009, at Heritage Nursing Home in Morristown. She is survived by her daughter, Leola Stafford; son, Jason Stacy and wife, Phyllis; daughter, Harlene Lawson and husband, Thomas; grandchildren, great-grandchildren and great-great-grandchildren. David S. ‘Bubba’ Hallen
David S. “Bubba” Hallen, age 60, of Lava, formerly of Long Eddy, New York and Jefferson City, passed away Saturday, October 3, 2009, at his home in Lava. He was the son of Jane Simmons Hallen and the late Leslie Hallen. He was born February 3, 1949, in Easton, Pennsylvania. He was a United States Air Force veteran of the Vietnam era and a former member of the Long Eddy Fire Department and local Corvette Clubs. He was a former logger and former proprietor of the Long Eddy Hotel. He was preceded in death by his son, David Hallen. He is survived by his mother, Jane Simmons Hallen of Kentucky; wife, AnnMary Cook Hallen of the home; sons, Timothy Hallen, Dickie and Cody Bojo, Clinton, Bryce, Colby and Brody Copp; grandson, Aiden Hallen; brother, Bucky Hallen; sisters, Debbie Fox, Karen Vaughn and Sandy Butler; many nieces and nephews.

Gerald Roger Jeffers
Gerald Roger Jeffers, age 74, of Dandridge, passed away Tuesday, October 27, 2009. He was preceded in death by his wife, Virginia Jeffers and son, David Jeffers. He is survived by his daughter, Robin Werle of Jefferson City. A memorial service will be held at 4 p.m. Saturday, November 7 at Kingdom Hall Jehovah Witness, 761 East Dumplin Valley Road in Jefferson City. Mary Russell Shipley
Mary Russell Shipley, age 94, of Hillman, formerly of Jefferson County, passed away Tuesday, November 3, 2009, at St. Thomas Hospital in Nashville. She was born on October 25, 1915 in Sevier County, the daughter of the late Humphrey and Ida Belle Russell. She was preceded in death by her husband, William H. Shipley and a daughter who passed away at birth. She was a retired certified nurse’s assistant and attended the Maxwell Chapel First Church of God in Hillman. She is survived by two sons, David H. Shipley and wife, Peggy of Middletown, Ohio and Rev. Ralph T. Shipley and wife, Judy of Hillman; grandchildren, Michael Shipley of Florida, Lisa Freeman and Joel Shipley, both of Greeneville; great-granddaughters, Stephanie Freeman Richey, Emily Freeman, Taylor, Jordan and Courtney Shipley. Funeral services will be held at 11 a.m. Friday, November 6 at Farrar Funeral Home Chapel in Dandridge with Rev. Gerald Rudd, pastor of First Church of God in Greeneville conducting the services. Interment graveside services will follow in Hebron Cemetery. The family will receive friends from 6-8 p.m. Thursday, November 5 at the funeral home.
