New life for Jefferson City’s downtown?
City approved for state program on revitalization

Jefferson City has been provided an opportunity to breathe new life into its downtown business district.
Leaders found out Tuesday that the city is one of ten towns statewide to be chosen for Tennessee Downtowns, an improvement program for cities and counties seeking to revitalize traditional commercial districts. The program is designed to help cities organize efforts for downtown renewal, and hopefully feed into the well-known “Main Street” program.

MORRISTOWN – Haley Nelson isn’t usually one to show a lot of emotion on the basketball court. So when Jefferson County’s senior point guard ran toward the bench screaming in celebration Monday night, you knew something pretty special must have occurred.
Behind an 18-point performance from Nelson, the Lady Patriots punched their ticket for the Region 1-AAA championship game with a 49-48 semifinal win over Tennessee High at Isenberg-Siler Gymnasium.

Dandridge may take action
opposing Niceley bill

Dandridge Council may weigh in against bills before the state legislature that would steer certain industrial projects away from high quality farmland.
Meeting in work session Tuesday, council members received a report on the legislation, sponsored in the House by Representative Frank Niceley, and asked for a resolution opposing it to be placed on next week’s agenda for a vote.

Audrey Josephine Byrd
Audrey Josephine “Polly” Byrd, of New Market, passed away Friday, February 26, 2010. She was born in Grainger County on March 26, 1941. She was preceded in death by her parents, Lester and Mildred White; brother, David White. She was an active member of Buffalo Baptist Church. She was retired head teller from First Tennessee Bank with 34 years of service. She is survived by her husband of forty-six years, Dan Allan Byrd; brothers and sisters, Billie and Arthur Day of Rutledge, Linda and Sammy Heatherly of Rutledge, John and Susie White of Jefferson City, Janet and Pete Orrick of Rutledge, Larry and Brenda White of Mooresburg, Nancy and Jim Hillger of Florida; several nieces, nephews, great-nieces and great-nephews; special friends, Ronnie and Anna Jean Cabbage of Rutledge, and Scotty Phillips of Jefferson City. Funeral services were held Sunday, February 28 at Farrar Funeral Home Chapel with Dr. Robert Boofer and Rev. Kirk Wallace conducting the services. The family received friends Sunday prior to the service at the funeral home. A graveside interment service was held Monday, March 1 in Buffalo Baptist Church Cemetery. Memorials in her honor may be made to the American Heart Association. Farrar Funeral Home, Jefferson City, was in charge of arrangements.

Norma Jean Lewis Carr
Norma Jean Lewis Carr, age 70, of Dandridge, formerly of Gatlinburg and Coconut Creek, Florida, passed away Monday, March 1, 2010, at her home.  She was a member of First Baptist Church of Dandridge. She was preceded in death by her mother and father, Mamie and General Lewis; brothers, General “Beak” Lewis and Clay Lewis; mother-in-law and father-in-law, Reba and Wesley Carr. She is survived by her husband of 52 years, James W. “Jimmy” Carr, Jr.; sons and daughters-in-law, Kenny and Jean Carr of Dandridge, Mike and April Carr of Coconut Creek; daughter, Deborah Carr and life partner, Deborah Grayson of Coconut Creek, Florida; grandchildren, Melissa Paxton and her special friend, Kenna Major, Kevin Carr and wife, Crystin Kerstin Carr, and Kendall Carr; great-grandchildren, Christian and Kaylyn Carr, and Jake Paxton; sisters and brother-in-law: Louise and Junior Ogle of Gatlinburg, Jeanette Edwards of Pigeon Forge, Betty Blalock of Sevierville; brother and sister-in-law, Bill and Jan Lewis of Cosby; sisters-in-law and their husbands, Betty and Joe Howell, Carol and Rodger Bolling; many nieces, nephews, cousins and friends. Funeral services will be held at 7 p.m. Thursday, March 4 at First Baptist Church of Dandridge with Dr. Bob Brown, Dr. Bob McCray and Rev. Keith Price conducting the services. Interment will be held at 11 a.m. Friday, March 5 in Jefferson Memorial Gardens in Jefferson City. The family will receive friends from 5-7 p.m. Thursday prior to the services at the church. Theresa Sue Hickey
Theresa Sue Parrott Hickey, age 45, of White Pine, passed away Saturday, February 27, 2010, at Morristown-Hamblen Hospital. She was a member of Faithful Missionary Baptist Church. She is survived by her husband of 22 years, Chris Hickey of White Pine; son, Matthew Elmore of New Market; granddaughter, Theresa Elmore of Jefferson City; grandsons, Brandon Hicks of Arkansas and Matthew Marton of White Pine; mother and step-father, Billy Faye and H. Elmore of New Market; brothers, Ralph Parrott, Mark, Billy and Sam Elmore, all of New Market; mother-in-law and father-in-law, Grace and Frank Hickey and Eric Lane of White Pine. Funeral services will be held at 2 p.m. Thursday, March 4 at Fielden Funeral Home with Rev. Jack McCarter conducting the services. Interment will follow in Faithful Missionary Baptist Church Cemetery. The family will receive friends from 6-8 p.m. Wednesday, March 3 at the funeral home. Bennie J. Maddron
Bennie J. Maddron, born July 2, 1960, passed away Wednesday, February 24, 2010, at Fort Sanders Medical Center in Knoxville. He was preceded in death by his parents, Ralph Maddron and Ina Ruth Williams Maddron (Dandridge). He is survived by his wife, Katie “Izzie” Maddron of Dandridge; grandchildren, Brandy and Aaron Foust of Nashville; great-grandson, Bralon Foust of Nashville; brothers, Dennis (Ann) Maddron of Dandridge, Danny Lynn Maddron and wife, Jerris of Jefferson City; half-sister, Pam; nephew, Wesley Maddron of Dandridge; nieces, Stacy and Chasity; several great-nieces and great-nephews. A memorial funeral service was held Monday, March 1 in the chapel of Farrar Funeral Home in Dandridge. The family received friends Monday prior to the funeral service. Debra Gail Odom
Debra Gail Odom, age 48, born February 9, 1961, passed away Monday, January 25, 2010, in Reno, Nevada. She was preceded in death by her mother, Loretta Wiggins (Kentucky); grandparents, William and Edith Odom (Elizabethton) and Arthur Singleton and Lillian Dennis (Kentucky). She is survived by her fiancé, Ron Fisher; son, Justin Fisher; granddaughter, Anaka Fisher, all of Reno, Nevada; father and step-mother, Wesley and Judy Odom of Rutledge; brother, Artie Culbertson of Kentucky; sister, Lynn Culbertson of Ohio; half-sisters, Tina Odom of Jefferson City and Tammy Bates of Rutledge; several nieces, nephews, aunts, uncles and cousins. A memorial service will be held at 1 p.m. Saturday, March 6 at First Christian Church in Jefferson City.

Charles Joe Rutledge
Charles Joe Rutledge, age 93, of Jefferson City, passed away Thursday, February 25, 2010, at Fort Sanders Regional Hospital. Born in Mohawk to the late W.E. Rutledge and Josie Arnold Rutledge, he was raised in New Market, but moved to Hamilton County, Indiana, in the late 1930’s, and was a graduate of Walnut Grove High School in 1939. He was inducted into the United States Army in October 1941 and served with the 34th Infantry Division in North Africa and Italy. After the war, he married the former Imogene Hill, spouse of 63 years who survives him. He retired after 32 years service as an electrician and plumber at Carson-Newman College. He served as a deacon at Northside, Magna View and Emmanuel Baptist Churches. He was preceded in death by his parents; step-mother, Katherine Watkins Rutledge; brothers and sisters-in-law, W.H. and June Rutledge, and L.P. and Inez Rutledge; sister-in-law, Frances Rutledge; brother, L.D. Rutledge; sister, Edna Davis; nephew, Pete Davis; sister, Edythe Pappas; brothers-in-law and sisters-in-law, James F. and Ruby Hill, and William R. and Bonnie Hill; sister-in-law, Wilma Sellers. He is survived by his wife; son, Charles D. Rutledge, M.D. and daughter-in-law, Jean; brothers-in-law, Ed Pappas and Robert F. Sellers; sister-in-law, Jo Scott; many nieces and nephews. Funeral services were held Saturday, February 27 at Emmanuel Baptist Church with Dr. Sonny Strange conducting the services. Interment was held Sunday, February 28 in Jefferson Memorial Gardens. David J. White
David J. White, age 31, of Knoxville, formerly of Dandridge, passed away Saturday, February 27, 2010. He was raised in Dandridge and was a 1996 graduate of Jefferson County High School and also attended Walters State and South College. He was preceded in death by his grandfather, David N. Garland and aunt, Elaine Franklin. He is survived by his daughters, Kalei Jade and McKenzie Paige White; parents, Olga Ann and W. Whitney Woods, Jeffrey J. and Debra White; grandparents, Elena A. Garland, David and Betty White, and Jackie and Bill Holloway; brother, Jeremy and wife, Karen Kerr; sisters, Sandra Woods and Lauren Woods; aunts and uncles, Marian and Derek Carrier, Antonietta and Willard Fleetwood, Greg and Glenda White; niece, Emilee Kerr and nephew, Eli Kerr. Funeral services will be held at 7:30 p.m. Wednesday, March 3 at Farrar Funeral Home Chapel in Dandridge with Rev. Mark Large and Rev. Brian Osborne conducting the services. Interment graveside services will be held at 11 a.m. Thursday, March 4 in White Pine Cemetery. Robert ‘Bob’ Wilson
Robert “Bob” Wilson, age 92, of Dandridge, passed away Thursday, February 25, 2010. He was born on December 15, 1917, to Silas Edgar “Ed” and Nellie Edwin “Mam” Dance Wilson. He was of the Baptist faith, saved at Green Hill Church. He was a veteran of the United States Army, serving during World War II and retired from New Jersey Zinc Company of Jefferson City. He was preceded in death by his parents; brothers, Ivan, Paul, Donald and Beecher; sister, Geneva Elizabeth Gann; great-granddaughter, Sharina Dean Wolfe. He is survived by his wife of 61 years, Mary Ruth Pollard Wilson; step-daughter, Carolyn Mowry and husband, William; grandchildren, Penny Adcock, Billy Gann and wife, Suzanne, Shari Hurd and husband, Bret, Candie Dalton, Veronica Alleshouse and husband, James; eleven great-grandchildren; four great-great-grandchildren; many nieces and nephews; a host of special friends including caregivers, Penni and Patsy. The family received friends Saturday, February 27 prior to the funeral services at Farrar Funeral Home in Dandridge with Rev. Tommy Lindsey and Rev. Ed Trent conducting the services. Deanna Hux
Deanna Hux, age 68, of Talbott, passed away Monday, March 1, 2010. She was a life-long member of Pleasant View Baptist Church. She was a Registered Nurse, but even in retirement, she continued her calling as a caregiver. She was preceded in death by her parents, Roy and Edith Helton; sister, Phyllis Helton. She is survived by her husband of more than 46 years, Bill “Coach” Hux; daughter, Leslie Wallin and husband, Rob; son, Brian Hux and wife, Tami; sister, Sharla Wilson and husband, Charles; sister-in-law, Barbara Roberts; nieces and nephews, Teresa Daniels, Tim Roberts, Darrell Wilson and Jennifer Wilson; granddaughter, Katie Wallin; many cousins, other relatives and numerous special friends. The family will receive friends from 5-8 p.m. Thursday, March 4 prior to the 8 p.m. funeral services at Westside Chapel with Dr. Larry Parrott conducting the services. Thelma Lou Smelcer, age 69, of Dandridge, passed away Tuesday, March 2, 2010, at the Jefferson County Nursing Home. She was preceded in death by her parents, John Formwalt Henry and Vergie Conway Henry; daughter, Carol Ann Smelcer, and brother, John Henry. She is survived by her husband of 51 years, G.B. Smelcer; sons and daughters-in-law, Glen and Kathy Smelcer, John and Karen Smelcer, Gary and Tana Smelcer; daughters and sons-in-law, Rita and Allen Williamson, Barbara and Thomas Rusinek; grandchildren, Logan Smelcer, Andy Bowen, Morgan Ayers, Laurie Shepard and Holly Simpson; great-grandchildren, Tanner Dalton, Jessica Hearron, Jacob Mallicoat, Avery and Natalie Simpson; brother, Joe Henry; several nieces and nephews. Bailey Alexas Springfield
Bailey Alexas Springfield, born February 6, 2010, passed away Sunday, February 28, 2010, at the University of Tennessee N.I.C.U. She was preceded in death by her grandfather, Ron Springfield and aunt, Mary Russell. She is survived by her parents, Bubba and Felicia Springfield; sisters, Kaitlin and Macy; grandparents, Sue Springfield, Ronnie and Donna Southern, and Joe and Teresa Norwood; great-grandparents, Bernice Gilvin, Alberta Southern, Perry Russell, Duckie Wilson, and Fred and Ellen Southern; aunts and uncles, Tex and Pam Springfield, Michael Denton, Lisa Hutson and Buster Russell; great-aunt, Gail Kerley. The immediate family will hold a private memorial at Farrar Funeral Home in Jefferson City on Saturday, March 6 with Rev. Dennis Maxey conducting the services.
