TO WHOM IT MAY CONCERN: The application described below has been submitted for an Aquatic Resource Alteration Permit under The Tennessee Water Quality Control Act of 1977, T.C.A. §69-3-108. In addition, federal permits may be required from the U. S. Army Corps of Engineers and the Tennessee Valley Authority under §404 of the Clean Water Act and §26a of the Tennessee Valley Authority Act, respectively. Section 401 of the Clean Water Act requires that an applicant obtain a water quality certification from the state when a federal permit is required. This notice may cover applications subject to §401.
No decision has been made whether to issue or deny this application. The purpose of this notice is to inform interested parties of this permit application and to ask for comments and information necessary to determine possible impacts to water quality. Persons wishing to comment on the proposal are invited to submit written comments to the Division. Written comments must be received within thirty days of the date that this notice is posted. Comments will become part of the record and will be considered in the final decision. If it is hard for you to read, speak, or understand English, TDEC may be able to provide translation or interpretation services free of charge. After the Division makes a final permit decision, a permit appeal may be filed by the applicant or by any person who participated in the public comment period whose appeal is based on comments given to the Division in writing during the public comment period or in testimony at a formal public hearing.

Interested persons may also request in writing that the Division hold a public hearing on this application. The request must be filed within the comment period, indicate the interest of the person requesting it, the reason(s) that the hearing is warranted, and the water quality issues being raised. When there is sufficient public interest in water quality issues, the Division shall hold a public hearing in accordance with 0400-40-07-.04(4) (f).
In deciding whether to issue or deny a permit, the Division will consider all comments of record and the requirements of applicable federal and state laws. In making this decision, a determination will be made regarding the lost value of the resource compared to the value of any proposed mitigation. The Division shall consider practicable alternatives to the alteration, loss of waters or habitat, diminishment in biological diversity, cumulative or secondary impacts to the water resource, and adverse impacts to unique, high quality, or impaired waters.

The project is located in Douglas Reservoir, French Broad River at 964 Harrison Ferry Road, White Pine, Jefferson County, Tennessee, Latitude N 36.0242, Longitude W -83.2628
PROJECT DESCRIPTION /
The applicant is requesting a water quality certification that would authorize construction of an elevated access to the lake during winter pool. The summer pool average elevation is 993 msl whereas winter pool elevation average is 953 msl. The ground surface between these elevations does not support ground cover vegetation leaving extensive mud flats. The applicant proposes to construct an elevated roadway to the winter pool elevation. Soil to build the access drive is proposed to be excavated from the adjacent mud flats, thus, according to the applicant, creating a net balance of cut/fill within the storage portion of the reservoir. The roadway is to be approximately 550 feet X 60 feet (below ordinary high water) and is to be constructed on compacted fill. The side slopes of the fill are proposed to be engineered to a 2:1 slope and stabilized with erosion fabric overlaid with Class “C” machined riprap. The walking surface is to be covered with four (4) inches of #4 machined aggregate.

Douglas Reservoir is located in the Lower French Broad River Watershed. The Lower French Broad River Watershed is located in East Tennessee and includes parts of Blount, Cocke, Jefferson, Knox and Sevier counties. It is approximately 796 square miles and drains to the French Broad River. In accordance with the Tennessee Anti-degradation Statement (Rule 0400-40-03-.06), the Division has made a preliminary determination that the proposed activities will result in no appreciable permanent loss of resource value and no more than a de minimis degradation to water quality.
Notice is hereby given to occupants listed below that the contents of occupants leased space shall be sold to satisfy the owner’s lien.

The Jefferson County Purchasing Department will be accepting sealed bids for K-2 BOOKS for the Jefferson County Board of Education for 2019-2020 school year.

Sealed bids should be labeled “K-2 Books” and either mailed to the Jefferson County Finance Department to the attention of Finance Director Langdon Potts, at P.O. Box 1749, Dandridge, TN 37725, or dropped off at 1244 Gay St., Dandridge, TN 37725. Bids will be accepted until 2:00 p.m. Monday, July 15, 2019, at which time bids will be opened in the Finance Department conference room. Oral, email, and telephone bids will not be accepted.
